The Telegram side: a door that waits for the check
Telegram already has the door. The Bot API's createChatInviteLink method takes a creates_join_request flag, described as "True, if users joining the chat via the link need to be approved by chat administrators." A link made that way does not add anyone. It queues a request.
A bot sees those requests once it has the right permission. The ChatJoinRequest object says "the bot must have the can_invite_users administrator right in the chat to receive these updates", and each request carries the user who sent it, the date, and optionally the invite link they used. The same page gives a private chat id for the requester, and notes that the bot can use it "for 5 minutes to send messages until the join request is processed, assuming no other administrator contacted the user." Then approveChatJoinRequest lets the bot let them in, provided it is an administrator with that same right.
